Every School with 21+ EL Students Has an ELAC — and Those Parents Are Asking for Help

What is an ELAC and why does it matter?
If your child is an English Learner (EL) in a California public school, there's a committee specifically created to represent your voice. It's called the English Learner Advisory Committee, or ELAC and by California law, every K–12 school with 21 or more EL students must form one.

The ELAC brings together parents, teachers, and staff to advise the principal on programs, needs assessments, and the school's plan for student achievement. Parents of EL students must make up at least the same percentage of the committee as EL students do of the school population.

In other words: the ELAC isn't just a formality.
It's a legally recognized channel through which EL parents can shape their child's education. And at every ELAC meeting across California, one question comes up again and again: How can I help my child succeed academically at home?

The achievement gap is real and closable. EL students are bright, motivated, and capable. But data consistently shows an academic gap between EL students and their English-proficient peers, not because of ability, but because of language access.

There's a 33-point gap in 4th grade reading proficiency between EL and non-EL students, according to the National Assessment of Educational Progress. But research also shows a powerful truth: EL students who reach English proficiency by 8th grade perform just as well as their peers in reading, and in some cases better in math. The gap is closable. What it takes is targeted, consistent support .

Things schools and parents can do right now.
Attend ELAC meetings
Your presence matters. ELAC meetings are your right as an EL parent, they're where resources, programs, and decisions get shaped.

Ask about reclassification
Understand where your child is in the ELPAC process and what milestones they need to reach to be reclassified as English proficient.

Create a learning routine at home
Consistent daily reading, even 15 minutes has a measurable impact on English acquisition and academic confidence.

Explore Tutoring
One-on-one tutoring provides culturally sensitive, personalized support that accelerates language and academic growth.

Why tutoring is the right fit for EL families

For EL families, the classroom is just one piece of the puzzle. The home environment, the native language, the family's culture, these are all assets, not barriers. A great tutor understands this. They meet students where they are, bridge the gap between home language and academic English, and build the kind of trust that accelerates learning.

Unlike group programs, one-on-one tutoring allows for targeted, personalized instruction. It's flexible around family schedules, conducted in a familiar environment, and tailored to exactly where a student is, whether that's decoding phonics, building academic vocabulary, or preparing for ELPAC reclassification.

ELAC parents are already advocating for their children at school. Tutoring extends that advocacy into everyday learning.

Your child's potential is already there.
Let's unlock it together.
