When Absenteeism Is a Recovery Problem: What NWEA's Study Means
A new NWEA analysis of 2,000 districts, released in July, draws the clearest line yet between chronic absenteeism and the stalled academic recovery from COVID-19. By NWEA's own framing, roughly 1 in 4 students now misses at least one day every other week on average, up from about 1 in 7 pre-pandemic. And NWEA's researchers now argue that in districts where too many students are absent too often, the recovery in reading and math cannot resume because instruction never gets the repetition it needs to compound. For charter directors and special programs coordinators reviewing their fall data, the finding reframes attendance from a behavioral compliance issue into an academic recovery lever. What The NWEA Study Found
The NWEA report tracked MAP Growth data for grades 3-8 across roughly 2,000 districts from 2019 to 2024, and paired it with chronic absenteeism rates over the same window. The headline finding operates at the district level, not the individual student level: districts with persistently high chronic absenteeism (defined as 20 percent or more of students missing 10 percent or more of the school year) made less progress toward pre-pandemic academic levels by 2024. The recovery gap between high-absenteeism and lower-absenteeism districts was strongest inside high-poverty districts specifically. Chronic absenteeism itself, while down from its 2022 peak, remains meaningfully above where it sat in 2018 and 2019.
The study's authors are careful about causality. They do not claim that absenteeism alone explains the stalled recovery. In our experience working with California charters, chronic absenteeism is entangled with other factors (housing instability, unaddressed mental health need, transportation gaps), but the correlation NWEA documents at the district level is strong enough that treating recovery and attendance as separate workstreams likely under-invests in the mechanism connecting them.
Why It Matters To Charter Directors And Special Programs Coordinators
If you sit inside a California charter LEA or a district's special programs office, you have almost certainly already seen your CALPADS chronic-absenteeism rate for the 2024-25 close-out. Most coordinators we talk to are seeing a number between 20 and 35 percent, with higher rates inside their Tier 2 and Tier 3 intervention caseloads. That puts many California charter LEAs squarely inside the "persistently high chronic absenteeism" band NWEA flagged as slower-recovering. The California School Dashboard (the state's annual school accountability rating system) now surfaces chronic absenteeism as its own indicator, and CSI and ATSI designations increasingly turn on it.
Two operational realities follow. First, the students most likely to be chronically absent are disproportionately the same students on your intervention rosters, which means an intervention program designed without an attendance strategy is a program losing its own participants. Second, federal recovery dollars are tapering, and the next round of funding conversations with authorizers will be about whether your intervention model shows outcomes for the students you were paid to serve, not just the students who happened to attend.

What The Research Actually Says About The Intervention-Attendance Link
The NWEA finding does not exist in a vacuum. Research from the National Student Support Accelerator at Stanford, based on Washington D.C.'s High-Impact Tutoring Initiative, found that students were less likely to be absent on days they had a scheduled tutoring session, a 6.9 percent reduction overall and as much as 11.4 percent for middle school students specifically. That is a meaningful behavioral signal: students who know a specific adult is expecting them at a scheduled time are more likely to come to school on that day.
The Accelerator has documented a related finding across its high-impact tutoring evaluations: tutoring delivered during the school day produces both higher attendance and larger academic effects than tutoring offered after school or on weekends. Susanna Loeb, the Accelerator's founder, has argued in her published work that opt-in and after-school tutoring programs tend to attract higher-achieving, already-engaged students rather than the students who most need support, which is why she has pushed the field toward school-day, mandatory-schedule designs. After-school tutoring, however well-designed, systematically loses the students it was built to reach.

The Annenberg EdResearch working paper series has published converging results on relationship-based, school-day interventions: the strategies with a measurable academic effect size in the post-pandemic evidence base tend to be the same strategies that show up in attendance data. There are not many interventions that move both numbers at once.
What's Working: Intervention As Attendance Strategy
The pattern across the evidence base is consistent. Interventions that move attendance share a few design features: they happen during the school day, they pair a specific student with a specific instructor over time, they use a diagnostic (MAP Growth, iReady, or a state assessment) to make the work visibly relevant to the student, and they create a small predictable structure the student can rely on when the rest of their week is not predictable.
This is not a new insight, but it is now an evidence-backed one. The NWEA data means districts can no longer treat "attendance interventions" and "academic interventions" as separate purchase orders. In our experience working with charter intervention programs, the districts making the fastest recovery progress are the ones that stopped running two parallel workstreams and started running one.
What A+ Sees In The Field
A+ Tutoring, a California K-12 virtual intervention provider working with charter schools, runs its Tier 2 and Tier 3 instruction during the school day inside partner schools' bell schedules. That model choice was originally about instructional quality, not attendance, but the attendance signal has shown up consistently in partner data.
In our 2024-25 work with iLEAD Exploration, a California homeschool charter, the iLEAD Math Tier 3 cohort showed 75 percent of students (9 of 12) reaching MAP Growth benchmarks, and the iLEAD ELA Tier 3 cohort showed 87.5 percent (7 of 8) reaching benchmark, at 3-6x national MAP Growth norms. The combined Tier 3 outcome across both cohorts was 80 percent of students (16 of 20) at benchmark.
A+'s view is that the attendance-on-intervention-days pattern is a leading indicator of program design. When A+ sees a partner cohort with lower session attendance than school-day attendance, we treat it as a signal that the intervention has been scheduled around the school's convenience rather than around the student's day, and we redesign the block.
When was the last time you audited whether your Tier 3 students attend school MORE on their intervention days than on non-intervention days? If the answer is no, the intervention is not yet functioning as an attendance lever.
What School Leaders Can Do Next
Five concrete steps to take before September:
- Pull your 2024-25 CALPADS chronic-absenteeism rate, broken out by your Tier 2 and Tier 3 intervention rosters. The gap between the two rates is your baseline.
- Audit your current intervention schedule. How many of your Tier 3 sessions happen during the school day versus after school or on weekends? The ESSA evidence tier documentation recognizes school-day delivery as a design element with its own evidence base.
- Compare attendance on intervention days versus non-intervention days for your Tier 3 cohort. If you cannot see a lift on intervention days, the program design is likely off.
- Cross-reference your intervention roster against your CSI or ATSI flag list. If they overlap, and in most California charters they do, your intervention program is functionally your CSI response.
- If you sit on the federal programs side of the budget, pull your Title I supplement-not-supplant documentation and confirm your intervention purchase is defensible as an evidence-based strategy under ESSA Tier 1 or Tier 2. NWEA's new study strengthens that documentation.
